He was born on October 14, 1946 in Manila, Philippines and spent his childhood days in Sampaloc, Manila. His father Jose Seoane de Leon of Spanish descent never lived with them. The elder brother of his father sent money to Joey’s mother to educate his son. Joey’s traumatic experience happened when he was nearly drowned during family outing and developed a phobia for bodies of water. Joey and his mother lived with his mother’s relative and his high school expenses were shouldered by his aunt and his godmother. His father’s pension totally paid his college fees in National University taking up Architecture. After two, year, Joey decided to stop study and took several odd jobs. His cousin & best friend urged him to meet Karina Afable, a radio personality but eventually ended auditioning for radio announcer. In five years, he worked in 12 FM stations and doing jobs as gag writer and songwriter at the same time. His first exposure on TV was IBC’s gag Ok Lang starring together with Tito, Vic and Val Sotto, Ricky Manalo and the APO Hiking Society. They were soon invited in Student Canteen, Bobby’s noontime show. Though exposed enough, the group does not received much recognition until their sitcom Iskul Bukol.
